From sj-r.com: Other details will mirror what Blagojevich has proposed. The state would accept no less than $10 billion from a private vendor wanting exclusive rights to run the lottery. Enough money would be set aside to ensure that public schools continue to get at least $600 million a year from lottery proceeds, and the state would retain a 20 percent interest in the lottery.
